I was looking for a similar answer to this question. I uploaded audio files in google classroom. The format is m4a. I recorded two differents ways, from my desktop with voice recording and from my iphone with voice memos. Some students says they can't listen to them, some of them say they can't. I want to ask them to post an audio too. I am having the same problems - audio files that worked last week and suddenly not working and I get the same message "owner prevented downloads for this audio file" - these are practice audio files for graduation songs and I need them to be able to be used. I created presentations using google slides- added audio files from saved/uploaded mp3 files; however when I sent the link for viewing permission to my college students (platform outside of google classroom) it allows them to view slides but NOT hear the audio. I had one student send 16 diff emails to gain access- less than ideal.
